The Department of Homeland Security, U.S. Citizenship and Immigration Services Vermont Service Center (USCIS VSC) offering consists of two office buildings totaling 114,605 square feet, located at 30 and 38 River Road in Essex, Vermont. These assets are mission-critical to USCIS, comprising a significant portion of the facilities that are utilized for all Vermont Service Center operations, which also includes a location in Saint Albans, Vermont. The Vermont Service Center is one of only four service centers nationally for USCIS, and its jurisdiction contains 15 states, plus Washington D.C. and Puerto Rico.

USCIS VSC performs key functions including accepting and processing USCIS forms and immigration cases, and adjudicating and processing of petitions and applications of immigration benefits. VSC is the only USCIS service center which processes Form I-914 and I-918 applications, and Violence Against Women Cases. There are over 1,500 federal and contract employees in the five total facilities occupied by VSC, making it a significant contributor to the local community and state of Vermont.

USCIS Service Centers handle nearly five million immigration cases annually. All USCIS Service Centers decide immigration cases that do not require in-person interviews.
Originally constructed for IBM, both buildings were renovated to suit the General Services Administration (GSA) according to the strict standards of the federal government and the specifications of the tenant agency. 38 River Road is improved with a 54,081 square foot, single-story, LEED Silver Certified office building, situated on 5.94 acres with 272 parking spaces. This facility underwent a complete renovation in 2013, including the removal of all interior and exterior finishes including all siding, windows, doors and roof. An entirely new facade was installed over the remaining steel frame with all new windows, doors, insulation and roofing in addition to a completely new electrical and mechanical system to meet GSA base building specifications in addition to all new interior tenant improvements. 30 River Road is a 60,524 square foot, two-story office building that is situated on 6.54 acres, and was substantially renovated in 2003 for USCIS, which was their original date of occupancy in this facility. This location includes 312 parking spaces, one loading dock, and an emergency generator (Diesel 90KW / 113KVA / 60Hz) that serves all emergency building services. The new lease construction project at 38 River Road was completed in response to the high demand for space at 30 River Road, which was operating with double shifts until the additional space was delivered.

Both properties are leased on a long-term basis to the GSA, with over 7 years remaining on the lease at 38 River Road and over 4.5 years remaining on the lease at 30 River Road. The leases are guaranteed by the United States of America, which has a credit rating of Aaa from Moody’s Investor Services. The GSA has a long-standing reputation as a tenant with one of the highest possible renewal probabilities in the commercial real estate industry. Historical data published by the GSA regarding their portfolio of over 8,000 leases nationwide reflects a retention rate which typically exceeds 95%.
