The U.S. Department of Homeland Security, Immigration and Customs Enforcement – Homeland Security Investigations and Office of the Principal Legal Advisor (DHS – ICE / HSI / OPLA) facility in San Antonio, Texas is a 38,763 square foot single-tenant office building which was completely redeveloped for Homeland Security, with completion in May 2017.

This new ICE project was the recipient of significant funding from the tenant agency, with tenant improvement costs exceeding $4.1 million. The facility is highly secure, with a variety of specialized security features to accommodate the tenant’s operations.

This facility houses mission-critical divisions of Immigration and Customs Enforcement. As described by the Department of Homeland Security, HSI is an investigative arm of DHS, and is a vital U.S. asset in combating criminal organizations illegally exploiting America’s travel, trade, financial, and immigration systems. OPLA is the largest legal program within Homeland Security, with over 1,000 attorneys, serving as the exclusive representative of the Department of Homeland Security in removal proceedings and litigating cases involving criminal aliens, terrorists, human rights abusers, and other priority aliens.

The property is leased via the General Services Administration (GSA) for a new 10-year term, and is guaranteed by the United States of America, which has a credit rating of Aaa from Moody’s Investor Services. The GSA has a long-standing reputation as a tenant with one of the highest possible renewal probabilities in the commercial real estate industry. Historical data published by the GSA regarding their portfolio of over 8,000 leases nationwide reflects a retention rate which typically exceeds 95%.

San Antonio is the 7th largest city in the United States, and was the fastest growing of the top 10 U.S. cities from 2000 to 2010. The city has a population of over 1.4 million, and is the second largest city in the state of Texas. The DHS – ICE / HIS / OPLA facility is centrally located within the city, situated 4 miles from San Antonio International Airport and 8 miles from downtown San Antonio.
